I. Background of the Study

Local legislative councils need clearly articulated mission statements, internal controls, performance audit procedures, codes of ethics, and a host of other management and conflict resolution techniques in order to function in an open, accountable and effective manner. The training and technical assistance to improve legislators skills and effective institutional strengthening requires a clear statement that should be of national priority by the national government.

In the Philippines as reported by the Philippine Center for Investigative Journalism (2004), one way to contribute to the objective of the local governance is the strengthening of the management competence of local elective officials. The Department of Interior and Local and Government (DILG) should provide manuals and handbooks, organize training workshops and seminars, and conduct a study dealing with local government officials to enhance their committee management competence, performance capabilities and conflict management skills. Development and dissemination of practical tools should also be a priority of the central administrative agencies, so that expertise is transferred to local officials rather than used simply as a means of oversight control.

II. Review of Related Literature

To make the study more comprehensive, the researcher read several books and materials on management competence and conflict resolution skills in the internet, library, and the Offices of the City Councilors.

Caga-anan as cited by Pechora (1998), conducted a study on the legislative performance effectiveness of sangguniang bayan members of Bukidnon. The study which was based on the responses of 114 respondents from government and non-government organizations from the eight municipalities of the third district of Bukidnon, revealed that when grouped according to educational attainment, the respondents who are degree holders who were more effective; when grouped according to experience, the respondents who were on their second term performed effectively; when grouped according to age those who were on the age range of 46 years old and up performed effectively; and when grouped according to sex, females performed effectively compared to males. The said research was conceived with legislative performance effectiveness of Sangguniang Bayan members. Hence, this serves as a primary reference of the present study. The ultimate goal of ensuring that the trust of the people of Davao City to the city council members especially the city councilors is maintained, this research was conducted to find out the extent of managerial competence and conflict resolution skills of the city councilors.

Leveriza (1990) indicated that communication is not an integral part of management process but it is management itself. Effective communication is an essential management tool in attaining the goals of the organization. Communication can increase significantly decision making effectiveness. It can serve as a guide to action in analysis of the operational problems of the organization and the failure to develop the communication skills may trouble the management efforts.

III. Theoretical Framework

This study is anchored on the theory of Fisher et al. (1991) which states that it is possible to reach win/win agreements if one can create a rational process where the right people are involved, the necessary data is available to fully analyze the conflict, there is a structure, and particular procedures and rules are to be followed. Indeed, providing structure, with procedures and ground rules, can provide a psychological container in which problem solving can occur and agreements can be made.

The above mentioned theory is supported by Berg and Smith (1987) that conflict and aggression are normal aspects and reflections of the human condition. Conflict is neither positive nor negative in and of itself. Rather, it is an outgrowth of the diversity that characterizes our thoughts, attitudes, beliefs, perceptions, and our social systems and structures. Differences and conflict stir up feelings of discomfort, irritation, and anxiety. Because conflict stirs up these difficult feelings, it is often viewed as a problem to be fixed or gotten rid of, rather than an expression of a polarity/paradox that is inherent in group life.

Tips to Helping Improve the Battery Life of Mobile Phone

Here are my top tips to help prolong the battery life on the phone.

1. Allow the phone to completely discharge before recharging.
When it reaches full, take it off the power. Complete this cycle a few times and you may find that the battery life does increase somewhat. Some people have reported being able to get an extra day or so out of the battery following this procedure.

2. Turn off the screen saver.
When the screen saver is enabled, the screen stays lit up for quite a while after you have locked the keypad. This drains power needlessly so I recommend you turn this off.

3. Turn sleep mode off.
Yes, I know what you’re thinking but you can save your battery by turning this feature off. If you have sleep mode on, the screen goes completely blank when the phone isn’t being used. This means that if you want to check the time, see if you have a new text message or anything else, you need to get the screen to come on in its entirety. If you keep sleep mode off, you can quickly look at your phone to check these things without enabling the screen every time. This should help reduce battery life because you won’t have the screen on and off all the time.

4. Press the red soft key (the button you use to hang up) after you have locked the keypad.
This forces the phone’s screen to turn off much more rapidly than if left to its own devices.

5. Don’t leave the bluetooth or GPRS on.
Only enable bluetooth when you need it and set your GPRS settings so that it only comes on when it is required. Leaving it on constantly is pointless and a waste of your precious battery life.

6. Send a text instead of calling where possible.
Sadly, calling is one of the worst things to affect your battery on this phone so where possible, send a text instead. Bit of a tenuous solution, but nevertheless something to bear in mind.

Celebrating Life: Second Chance

Exactly two years today when I got into a tragic vehicular accident along Magsaysay Road, Nabunturan, ComVal. The accident happened around 9:40 in the morning when my group tracking the national highway going down to Tagum. In my surprised, the left front tire of the elf cargo truck carrying banana exploded and in just awhile the truck went head on position that eventually lead to collision

Thirteen passengers succumbed to that road accident, only the driver killed and the rest obtained physical injury of different degree, fractured hips, pelvic bones, shoulder and laceration. I was rushed to the nearby private hospital for immediate medical attention because of the injuries, knee and head-on laceration obtained.

The accident made me realized that life is truly unpredictable, that life is so short. Who know in split seconds or the next day you will die
